Updated: Cooperative Agreement - Transition From Jails To Community Marketing DVD

The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for a 12-month period to begin no later than September 15, 2014. Work under this cooperative agreement will involve the production of a 45-60 minute high-end, broadcast quality DVD to provide information specific to the implementation on NIC’s Transition From Jails To Community (TJC) Initiative. Developed for correction staff and stakeholders, this DVD will illustrate the nine modules of the
on-line TJC Toolkit based on the key components of the Model, and incorporate narration, interviews, graphics, and footage from TJC learning sites.

The major deliverables associated with this project include, but are not limited to an edited 45-60 minute segmented broadcast-ready DVD, pre-recorded video clips to enhance the instructional value of the DVD (to include footage/testimonies from at least two TJC learning sites), production storyboard and/or scripts, notes from all production planning sessions with NIC staff and subject matter experts (to include a 2 and one-half day production planning session and phone/web-based conferences leading up to the production). This project will be a collaborative venture with the NIC Community Services Division.

Questions and Answers

Question: 1. I would like to submit a proposal, however, I am having technical difficulties opening and receiving the application. How should I go about applying for the grant?

Question: 2. I read the proposal and I want to make sure I understand the language.  When it refers to “Learning Sites” are they referring to all partners or other TJC Jurisdictions as “Learning Sites?”

Answer: ‘Learning Sites’ refers to the 14 jurisdictions that were selected as participants in TJC Phase I, Phase II, or AB 109.  

Question: 3. What is the direct link for Q& As specific to the above-referenced solicitation?

Answer: The responses for inquires will be posted on in the ‘Corrections News’ section of NIC’s website. 

Question: . If we are submitting a proposal to execute the Marketing DVD as a private agency, can you please elaborate on why the SF424 and COPS Application Attachment to SF424 are required? If the forms are required, can you please advise on the nature of these forms and how we should go about completing them as it relates to this specific solicitation?

Answer: The COPS application attachment is not required, but form SF424 is mandatory. Failure to supply all required forms with the application package may result in disqualification of the application from consideration.  The following link will direct you to the application package    - 

Question: 5. On SF424A, can you please provide guidance on how to fill out this form, if it is in fact required? If required, does the "Estimated Unobligated Funds" refer to the $100,000 mentioned in the solicitation?? 

Answer: The ‘estimated unobligated funds’ refers to the $100,000 mentioned in the solicitation.

Question: 6. Is the proposer required to have and provide proof of liability insurance?

Answer: It is the responsibility of the vendor to provide liability insurance for their staff and sub-contractors.

Question: 7. Is the proposer allowed to use Royalty Free Music?

Answer: The awardee assumes responsibility for securing the proper license/permission for use of all copyright materials – noting that all materials must be approved by NIC.

Question: 8. The NIC 14CS14 Announcements states that the applicant is not subject to Executive Order 12372 and should check box "b" under section 16 on the SF424.  However, section 16 reads as follows: a. This submission was made available to the State under the Executive Order 12372 Process for review on: b. Program is subject to E.O. 12372 but has not been selected by State for review: c. Program is not covered by E.O. 12372. Do we select "b" or "c"?

Answer: Per the information provided on the solicitation, the correct response would be ‘c’.

Question: 9. On the SF424, section 1c, "no" was pre-populated with an "x".  Is this or is it not a consolidated application/plan/funding request?  We looked through the SF424 Instructions and did not locate a reference of explanation for section '1c" and what specific/type of information is required in this section.

Answer: This is not a consolidated application/plan/funding request – no additional information is required.

Question: 10. In section 4c, where do we locate the Federal Award Identifier Number?  Is this the same as the NIC Opportunity Number?

Answer: The Federal Award Identifier is assigned to the awardee.

Question: 11. The City Department of Corrections is pondering pursuit of this funding source.  Is there any specific criteria matrix we should review to determine our eligibility to apply?

Answer: As indicated in the solicitation, an eligible applicant is any public or private agency, educational institution, organization, individual or team with expertise in the described areas

Question: 12. I have the listed version of Adobe but I am still unable to open the application package.  Please advise.

Answer: The support section of provides the following information - check your computer's settings; make sure that the compatible version of Adobe Reader is set as your default application viewer. For instructions on setting Adobe Reader as your default viewer, see Setting Adobe Reader as your Default.

Question: 13. I'd like to know where I should show the travel expenses for a contractor position. In my experience it varies from agency to agency and I have not been able to locate that information for the NIC #14CS14. Should it be in the contractor budget line and budget narrative section, or in the travel budget line and budget narrative section?

Answer: Travel expenses for the contractor should be reflected in the travel budget line and budget narrative, and included in the contractor budget line and budget narrative sections.  

Question: 14. Might I ask if you are able to provide the site locations for the filming (City/State)? In order to create a budget for the project, we would need to know the location of the two learning sites that would be chosen for filming. The budget is predicated on deploying, housing and providing transportation for our film crew, all of which depend on filming location. Is it possible to have access to that information?

Answer: The specific site locations for filming have not been determined – the following sites are being considered: Davidson County, TN; La Crosse County, WI; Denver County, CO; Kent County, MI; Orange County, CA; Douglas County, KS; Howard County, MD; Fresno County, CA; Jacksonville, FL; Franklin County, MA; Ada County, ID; Hennepin County, MN; San Diego, CA; Santa Barbara, CA.

Question: 15. Might there be another way to get our questions answered without having them publicly displayed giving away our strategy?

Question:16. Within the Application Package, is there a particular place where you'd like the Cover Letter attached separately? Or should it simply be the first page of our proposal narrative?

Question: 17. The application asks for a ‘concise written program narrative’.   Are you looking to have the narrative for the entire video submitted with the application?

Answer: As indicated in the solicitation, a concisely written program narrative, not to exceed 30 pages, is required in response to the statement of work. 

Question: 18. OMB Form SF-424, when downloaded, has several boxes highlighted in yellow and several left white. Do I only fill out the yellow boxes? Or do I need to fill out the entire form?

Answer: The yellow highlights are required information (the rest is optional).

Question: 19. On the first page of OMB Form 424, Box 3 asks for Date Received. I don't know what to put in there. What have I received?

Answer: Enter the application submission date.

Question: 20. Is it ok that for Box 15 we use the same title as in Box 12? We haven't used any other title.

Answer: The same information can be provided for both Box 15 and Box 12. 

Question: 21. Instructions for the form stated to check "b" in Box 16. Do I just put some Xs in that Box and should I fill out "a" with my Congressional District or leave it blank?

Answer:  Box ‘b’ can be left blank.

Question: 22. Box 18 will not let me fill out Line g, Total. Should I leave line g blank?

Answer: The ‘TOTAL’ box populates based on the entries for lines a-f.

Question: 23. The downloaded form (424A) does not accept entries in the computer. Is it OK to print it out and fill it in by hand? Then I'll scan it and submit it as a PDF file.

Answer: While form 424A is fillable, it can be submitted as a PDF file.  

Question: 24. Box 1(a) & 1(b) say to "Leave Blank." Do I skip down to Line 2 to list the (a) & (b) information? And should the (a) blank contain the Funding Opportunity Number 14CS14?

Answer: Response not possible based on information provided.

Question: 25. In Section D, Forecasted Cash Needs, is it necessary to break the payments into Quarterly Payments or is it OK to request the lump sum in the 1st Quarter or 1st two Quarters?

Answer: The budget should reflect quarterly payments.

Question: 26. Is this the only Budget we need to include in the application or can we also include our working budget (more highly detailed) with the application?

Answer: The applicant can include as much information as will fit within the maximum application size.

Question: 27. I can't seem to find where I saw it but I'm quite sure that I read somewhere the whole application should be submitted online as PDF files. As it stands there will be 5 or more files. Is that OK that they are separate files?

Answer: Please refer to the help desk for assistance specific to uploading files.

Question: 28. Is the Section 508 form a form that must be downloaded, completed, and submitted as an attachment.  Or, is there a link to the section 508 form embedded in the SF424?

Answer: All final documents and other materials submitted under this project must meet the federal government’s requirement for Section 508 accessibility, including those provisions outlined in 1194 Subpart B, Technical Provisions, Subpart C, Functional Performance Criteria; and Subpart D, Documentation and Support, NIC’s government product accessibility template (see outlines the agency’s minimum criteria for meeting this requirement; a completed form attesting to the accessibility of project deliverables should accompany all submissions.

Question: 29. Please define the scope of work engaged in by an Auditing Agency as defined by the federal government?

Answer: As a Federal agency, NIC and its contractors are is subject to auditing to ensure that federal funds are efficiently/effectively spent.
