What strategies have other institutions utilized to increase employee attendance?  If incentives have been used, what has worked best and what has not?

We have an administor review process we utilize for staff members who call in sick more than 12 times a year. At the review we provide any assistance the staff member may need such as the Employee Assistance Program and Famliy Medical Leave Act.
