The 'Pay for Performance ' is surely a good idea.
I would be very careful with a "Pay for Performance" method of management. It creates a competitive and unhealthy environment where staff are competing for financial gain rather than for the better of the agency.
If an agency were to consider pay for play compensation, I would suggest using an outside party to manage and determine the various compensation levels.

I agree with heavenonwheels. The concept is desirable expectially to those who pull more than their fair share. However, money, greed, cheating, deception, all comes with it.
